Late preregistration of substances


Manufacturers and importers that place a substance on the market and who had not preregistered the substance by 1 December 2008 are subject to a full registration under REACH.

It is, however, possible to submit a so-called late preregistration if the substance has not been marketed by that manufacturer or importer after 1 June 2007.

By submitting a late preregistration the manufacturer or importer can benefit from the phase-in scheme that allows substances present on the market in 2007 to be registered within the period from 2010 to 2018. The late pre-registrant enters the registration process by attending an already established SIEF (Substance Information Exchange Forum).
